The amphitheatre delivers the instant recognition; the Forum and the Palatine give it back scale and context. Treat the three as one decision about time — and on a cruise call, do not stack this against the Vatican Museums in the same day.
The better route is to leave the arena before the visit shrinks to the stands, walk the Forum, and keep the Palatine for the hour when the crowds concentrate on the first postcard. Buy only through the official portal, and check bag rules and availability there on the day.
